The following sections and appendices of the CEQA Law and Guidelines (1984) as they may be amended from time to time are incorporated by reference into these objectives, criteria and procedures as if fully set out in this environmental handbook. If there is any conflict or inconsistency between this environmental handbook and the CEQA Law and Guidelines, the state law and guidelines shall supersede.
