This chapter provides regulations for the local permitting of commercial cannabis
activities under specified conditions in the unincorporated areas of the county when
authorized by a land use permit issued in accordance with the Mono County General
Plan; its purpose is to protect the public health, safety, and welfare; enact effective
regulatory and enforcement controls in compliance with state law and any applicable
federal enforcement guidelines; and minimize potential for negative impacts on people,
communities, and the environment in the unincorporated area while accommodating the
health needs of medical cannabis patients and establishing an avenue through which
adult-use businesses may operate consistent with state law.
Commercial cannabis activity is defined in Section 5.60.030, and includes the commercial cultivation, possession, manufacture, processing, storing,
laboratory testing, packaging, labeling, transporting, distribution, or sale of cannabis
or a cannabis product.
